I think it is HBK.

HBK was on the first RAW and the first champion on RAW, and like Jannetty they won the tag titles, but not really, then he won them with Diesel.

It's Jannetty. First to win a title on Monday night Raw, won the tag titles at a Saturday Night's Main Event 1990 taping but it never counted. But it was officially his first tag title win with the 123Kid in 94. Vince fired both Rockers after joking that their cowboys boots were made for walking. Hired and fired in 87,hired again in 88, fired early 92. Back in late 92, gone again early 93. Back summer 93, gone early 94. Back in late 95, until late 96. After that we're mostly one-offs. 2005 during HBK vs Angle, and then again in 2006 for a Kiss Vince's Ass angle, a training role around this time, 2009 vs The Miz.

And, when Shawn put Marty through barbershop window, Heenan claimed Jannetty was trying to escape.

Nice! Once I started to think about the first clue in context of RAW it started to narrow to field a bit. The start and stop clue probably gave me the nudge I needed.

thinking this next set of clues will be somewhat easy…

1) I was the first person in WWWF/WWF history to do something quite remarkable at the time
2) I wrestled a famous face vs face match at stadium show
3) I was a one time tag champ under the Titan banner but never lost the belt to another team
